ENVIRONMENTAL & SOCIAL SAFEGUARD SPECIALIST
Requirements
• Demonstrated expertise in environmental and social safeguard management, including Environmental and Social Impact Assessments (ESIA), stakeholder engagement, environmental risk assessment, and mitigation planning.
• Practical experience in collecting, analyzing, validating, and reporting environmental and social data using relevant tools, databases, and monitoring systems.
• Excellent written and verbal communication skills, with the ability to prepare technical reports, safeguard documentation, presentations, and stakeholder engagement materials.
• Proven experience working within multidisciplinary teams alongside engineers, planners, government agencies, communities, and development partners on infrastructure and development projects.
• Bachelor's or master's degree in Environmental Science, Environmental Engineering, Environmental Management, Social Sciences, Geography, Natural Resources Management, or a related discipline.
• Working knowledge of national environmental regulations, international safeguard frameworks (such as the World Bank Environmental and Social Framework, IFC Performance Standards, or AfDB Integrated Safeguards System), with familiarity in GIS applications considered an advantage.
• Strong organizational and project management skills, with the ability to manage multiple assignments, meet deadlines, and maintain high professional, ethical, and environmental standards.
MONITORING & EVALUATION SPECIALIST
Requirements
• Experience in developing and implementing monitoring and evaluation frameworks, including results measurement, indicator development, performance tracking, and impact assessment.
• Competence in collecting, validating, analyzing, and interpreting quantitative and qualitative data using spreadsheets, databases, and data management tools.
• Capacity to prepare clear, concise, and evidence-based reports, presentations, dashboards, and evaluation findings for technical and non-technical audiences.
• A track record of working effectively with multidisciplinary teams, government agencies, development partners, and other stakeholders on infrastructure, public sector, or development programmes.
• A bachelor's or master's degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences, Public Administration, Development Studies, Project Management, or a related discipline.
• Knowledge of results-based management (RBM), logical frameworks, key performance indicators (KPIs), evaluation methodologies, and analytical software such as Power BI, SPSS, STATA, R, or similar tools will be an added advantage.
• Excellent organizational skills with the ability to prioritize multiple assignments, meet deadlines, and maintain high standards of professionalism, integrity, and accountability.
SOCIOLOGIST & COMMUNITY DEVELOPMENT SPECIALIST
Requirements
• Strong analytical and technical skills in sociology, community development, stakeholder engagement, social impact assessment, and socio-economic research.
• Proficiency in socio-economic data collection, analysis, report writing, and the use of relevant research and data management tools.
• Ability to communicate technical findings clearly through reports, presentations, community consultations, and stakeholder engagement activities.
• Experience of collaborating in multidisciplinary project teams, working with environmental specialists, engineers, planners, government agencies, and development partners.
• Minimum of 8 years of relevant professional experience in sociology, community development, social safeguards, or a related field.
• Master's degree in Sociology, Community Development, Social Sciences, Development

CLIMATE CHANGE / DISASTER RISK SPECIALIST
Requirements
• In-depth understanding of climate change adaptation and mitigation, disaster risk reduction, resilience planning, and climate risk assessment for infrastructure and development projects.
• Hands-on experience conducting climate vulnerability assessments, disaster risk analyses, and developing adaptation and resilience strategies.
• Proven ability to analyze climate and environmental data, identify potential risks, and provide practical recommendations to support informed decision-making.
• Effective collaboration with government agencies, development partners, engineers, planners, and other stakeholders in delivering climate resilience and disaster risk management initiatives.
• Bachelor's or master's level in Climate Change, Environmental Science, Environmental Engineering, Disaster Risk Management, Geography, Natural Resources Management, or a related discipline.
• Awareness of international climate agreements, disaster risk management frameworks, greenhouse gas accounting, GIS applications, and climate modelling tools would be an added advantage.

modelling, and the use of relevant analytical software and engineering tools.

• Minimum of 8 years of relevant professional experience in transport economics,

SOCIAL SCIENCE / GBV SPECIALIST
Requirements
• Comprehensive knowledge of social development, gender equality, gender-based violence (GBV) prevention and response, social inclusion, and community engagement within development and infrastructure projects.
• Demonstrated experience designing and implementing social assessments, GBV risk assessments, stakeholder consultations, and community engagement programmes.
• Capacity to develop and implement safeguarding measures, grievance redress mechanisms, and social risk mitigation strategies in line with national and international standards.
• Skilled in working collaboratively with government institutions, local communities, civil society organizations, development partners, and multidisciplinary project teams.
• Academic qualification at bachelor's or master's level in Social Sciences, Sociology, Gender Studies, Social Work, Anthropology, Development Studies, Psychology, or a related discipline.
• Familiarity with national GBV policies, social safeguard frameworks, international best practices, and monitoring tools for social inclusion and protection is considered an advantage.

Requirements

• Demonstrated experience supporting policy formulation, institutional capacity building, organizational development, and strategic planning for government agencies and transport authorities.
• Proven ability to analyze transport policies, institutional frameworks, and regulatory systems, and develop practical recommendations to improve service delivery and sector performance.
• Skilled in engaging with government institutions, development partners, private sector stakeholders, and multidisciplinary teams to deliver policy and institutional strengthening initiatives.
• Academic qualification at bachelor's or master's level in Transport Planning, Public Policy, Public Administration, Economics, Civil Engineering, Urban Planning, Development Studies, or a related discipline.

TRAFFIC ENGINEER
Requirements

• Proficiency in traffic data collection, validation, analysis, and interpretation using spreadsheets, databases, and relevant engineering tools.

Requirements
• Minimum of 8 years of relevant professional experience in GIS, spatial analysis,
geospatial data management, or a related field.

and use of GIS software (e.g., ArcGIS Pro, ArcGIS Online, QGIS, or similar).
• Proficiency in data collection, validation, database management, and analysis using
spreadsheets, GIS databases, and related tools.

presentations, and other visualization products.
• Experience collaborating in multidisciplinary project teams, working with planners,

• Familiarity with remote sensing, GPS technologies, programming or scripting for spatial
analysis (e.g., Python, SQL, or R), and web GIS applications are an advantage.

TRANSPORT MODELLER
Requirements
• Strong quantitative and analytical skills, including transport demand modelling, traffic analysis, and use of modelling tools (e.g., VISUM, SATURN, EMME, Cube, or similar).
• Proficiency in data handling and research, including data collection, validation, statistical analysis, and use of spreadsheets and databases.
• Ability to communicate complex technical findings clearly through written reports, presentations, and visualizations (charts, maps, dashboards).
• Experience collaborating in multidisciplinary project teams, working with planners, engineers, and finance specialists on infrastructure and PPP projects.
• Bachelor’s or master’s degree in Transportation Engineering, Civil Engineering, Urban Planning, Data Science, or a related quantitative field.
• Familiarity with GIS tools, programming or scripting for analysis (e.g., Python, R, MATLAB), and basic knowledge of transport economics or project appraisal is an advantage.
